A few hours after hurricane Patricia hit the Pacific coast of Mexico, I have interviewed the Deputy Secretary of Planning & Environmental Policy of the country. Dr. Rodolfo Lacy Tamayo talks about the needs of his country to tackle loss and damage fro climate change and why it is necessary to reach an agreement on climate action as soon as possible.
